If we have categories like that, then we have to use templates. So it makes two templates at the top of it. So, it means looking back at ALL our articles to check that. Huge work.
Then, we must not forget that some of the pages CAN'T have pics, because the element is never seen at one moment. Same thing for quotes: some elements do not have quotes about them. What we would do with them? Putting on them the template, hoping that one day we will have one? Would be a problem to me.
Then, let's talk about the use we would have of these categories.
"No image"? Except pages which can't have pictures (like Novel characters or Transcript pages for exemple), all pages have an image. Upcoming elements have a placeholder, true. But it is until the element appears on screen. For the rest, I can assure you and everyone else that ALL articles which can have an image, they have an image. Admins have a tool to check that, and I just did. So clearly, "No Image" would be completely useless on our wiki.
Then, "no quote". I won't say that all our articles have a quote, because some don't. But quotes are not a necessary thing on our wiki. We never said "all pages must absolutely have a quote". It is a very nice bonus. But again, they are not necessary and, as I said, all elements do not have a good quote. Actually, some times I do think it is better to have no quote rather than one, which is barely about the element. It happened before. Plus, I think that if we add a category like that, then we will give the impression that quotes are an absolute necessity on the wiki, which is not the case. For exemple, cast/crew pages. We began to add quotes on these pages quite recently. We won't ever say it is necessary to have a quote on these pages. If we find one, it is cool. If we don't, not a problem. We're not doing a race to find a perfect quote for all pages x) If we can, cool, but not bothering if we do not.
That's why I disagree with both suggestions. "No image" would have zero use on our wiki, "no quote" is not necessary since quotes are not an absolute thing on the wiki.
Lady, I think is is more a suggestion to have an easy way to find pages that are missing images or quotes, but should have them. So not a category so much as an easy way to find incomplete pages.
It is a category. Still, definitely a way to find these pages faster, but it is also categories. And I gave my point of view about them.

I like the idea in principle, but not every page is going to have an image, or need one, and it implies that pages lacking a quote are somehow incomplete, which I also disagree with.
Besides, every page that needs an image has one.
