Yes, I see her as a hypocrite...but she's in good company since almost every single character on this show is a hypocrite one way or another. People just give Blue all the hate for it when Regina is way worse. Maybe one reason people don't like her is that she is static. She never gets a character arc and she never changes from how she is when we first see her.Â
I honestly just think it became a meme.

When it comes down to it, Blue is only ever shady to the fairies (Nova, Think—who is still arguable, and if I squint really hard, Fiona). Well, she also lies a bunch. Otherwise, she consistently helps the Charmings and mistrusts Gold. I think that's her own kind of consistency that still makes sense. In terms of her being down right evil, I was mostly under the impression it was a meme (albeit, a founded one).

I'd even say her shadiness towards nova is questionable. Being a FGM was the most important thing to her and then she falls for Grumpy/Dreamy in a very Disney way, barely knows him at all and plans to ruin her chances at following her dream.
Blue did interfere, but who knows, maybe in the end this is what Nova wanted, too. We just (criminally) never saw a follow up to their story. We do know they had every opportunity after the curse was broken to get together and as faras we can see, they don't. So I'd bet the relationship was not serious. Was it Blue's place to step in? I don't know, it's too hard to say from my POV. It makes Blue look like the bad guy, but maybe she was actually a voice of reason.
I also believe Grumpy was going to become Grumpy regardless. And he's never treated it as a curse since that episode.
Also, yes, Roland is adorable and yes, I love Snow White and Charming being together...so I guess you're right about those!
Simple , blue is Umbridge of ouat. She is a parent of your lover who does not want you to marry their child. (Dreamy and Nova) She is someone who takes away custody of your children like Rumple and Bae. She is an overbearing overprotective mother(to tink) , a bad boss(to tink and nova), a stickler to rules(24/7) , an overbearing mother who chooses your friends(to tink and nova), a strict teacher(to tink), a hateful bully who loathes you with no good reason & refuses to help you so ( to regina ), someone who judges you by your brother or sister's bad reputation (to Regina) and a control freak ( all in 3*3). She is someone who sees the world in black and white and nobody likes them. She is a totalitarian boss who controls you all the time and then fires you when they like. She is a hypocrite who first talks about 2nd chances and hope but then does not give a damn about those who need hope and 2nd chances more than anything. She is a partial teacher and a biased politician who favors only Snow all the time. She could have instead helped Tink to encourage Regina to go in the tavern saved thousands from a potential EQ. She could have stopped many villains like this. She should have been there for Rumple when he was young, she should have ensured that Malcolm was a good father by telling him the truth, she could have convinced Fiona to talk when she became Black Fairy and secretly could have used shears on her and also since she can take away wings, she could have done it here.  She is both a person we hate in real life and also, someone whose actions lead to everything happening on the show. She is the overarching antagonist of the series and directly behind  Black Fairy and Pan both directly and indirectly behind Rumple(via his parents and her ambiguous actions ) and EQ(via herself, Cora , Leopold, and worst of all in EQ's life, Rumple who has damaged her soul directly most ), and indirectly behind Zelena, Ingrid, Killian becoming hook AND LATER DARK HOOK  and Dark Swan and Cora (all via Rumple although Rumple has hurt them less than he hurt Regina)and Greg (via EQ). Blue is not only Umbridge as compared to other fairytale villains who are complex and broken characters which makes people love them but also, she is more of an overarching antagonist than Fiona, Isla, or Nimue who are responsible for the dark curse, LWM, dark one respectively and it is more than clear that she must have been around in Nimue's time as well where she may have refused to save Nimue.  Her hypocrisy and her Umbridge-like nature make her more hate-able and awful than our heroes and villains. She is already a villain, to begin with. So, her being big bad is popular. She may have been a product of bad writing but her cryptic and ambiguous nature, her Umbridge-like persona, the fact that she is responsible for everything and her hypocrisy make her most evil villain we have.Â
I definitely disagree with her being compared to Umbridge. Umbridge is selfish and authoritarian.
Blue may act authoritarian at times, but she is definitely not cruel or selfish. She made some hard choices and she often chose wrong but that doesn't make her evil.
Blaming Blue for all of the evil that happened is flat out wrong.
The evil that Rumple, Malcolm, Fiona, Regina etc, did is on them.Â
people love to find a scapegoat and blame their own issues on that instead of taking the harder path and owning up to their own actions.
I'm not saying that the Blue Fairy was totally innocent, but eventually, even the villains begin to realize throughout the show that they are the ones responsible for their fates.
They were done wrong in the past, but they chose to do wrong to others.
Examples: The Blue Fairy gave Bae and Rumple a way out of their situation, her intention was to rid the world of the Dark One, no doubt, but she also cared about Bae and wanted to make his wish come true. Rumple blamed her for separating them when it was his own cowardice and avarice that led to that. Blue may have made a hasty choice, but she didn't do it maliciously.
With Tinker Bell, she was afraid that Regina was corrupting her (and well, she kind of was beginning to) and she could no longer trust Tinker Bell as one of her head fairies after multiple betrayals. I don't fault Tink for wanting to help, but she also had selfish motivations, wanting to prove she could save the Evil Queen. It's also shown later that Blue didn't strip Tink of her wings, she stopped believing she could trust her and that made Tink lose faith in herself. Should she have given her a third, fourth, fifth chance? Maybe, but not everyone has that option and as the leader of the fairies, we don't know what that would have cost Blue.
Blue's biggest fault is her dishonesty. I do agree she should have been more honest with Malcolm and maybe even offered to take Rumple somewhere better if he was no longer a fit parent. Fiona was bad. She let her desperation poison her and she was truly a villain. I don't blame Blue and Tiger Lily for what happened there, they let her go too far. Perhaps this is why she's later so strict with Tink and Nova?Â
TLDR:
I don't think Blue ever displays any sign of being like Dolores Umbridge, a character who is actually malicious, cruel and purposefully abusive. Blue can be authoritarian, but it is her position that makes her so.Â
