I don't think it is all about Regina's, the major story's are that of Rumple and Belle + the Charmings and Regina, and Regina too because she is part of the Charming story. Wat happens to them in these story's is what makes them so great. But it is true that because Emma was meant to save everyone from Regina's curse since the beginning, and now that Maleficent, Lily and in the beginning of S4B also the queens of darkness threaten Emma and Regina they are major story's too. And Rumple was the one how gave Regina the dark curse, the reason why the show plays in Storybrooke and he's also the darkest wizard in the world, we don't know if he is the most powerful, because we haven't seen anything of the sorcerer yet.
