Mayor Tomkins a character on ABC's Once Upon a Time. He débuts, with his only appearance, in the fifteenth episode of the first season. He is portrayed by guest star Bill Dow, and it is unknown if he has a Storybrooke counterpart.
Mayor Tomkins, residing in a village, becomes concerned for his people's safety when wolfstime occurs, in which a vicious wolf targets the villagers' livestock. After forming a hunting party to take down the wolf, he asks Widow Lucas to support them as she knows the most about the wolves, though she declines the offer. Widow Lucas' granddaughter, Red, expresses interest in participating, but her grandmother forbids her from doing so. The next morning, the hunting party's bloody corpses are found near the village well. Realizing the wolf is now after humans too, Mayor Tomkins calls the residents to a town meeting. He expresses regrets over the lives lost, and vows that the slaughter will be the last massacre of their people, but Widow Lucas tries to dissuade them from going against the wolf. She tells them about her brothers, despite being strong and grown, were all killed by the same wolf in one instant. Nevertheless, on the last day of wolfstime, Mayor Tomkins leads another hunting party to kill the wolf. Red, believing the wolf is her boyfriend Peter, instead discovers she herself is the wolf after she unwillingly shape-shifts and mauls him to death. Before the hunting party approaches, Widow Lucas protects Red by urging her to flee, which she does. Presumably, Mayor Tomkins and his companions find Widow Lucas with Peter's body, but it's not known what occurs after this. ("Red-Handed")
